North approach

Pictures show the North approach for the St Joseph County Ducomb
Center. The contractor Ancon did the work of the curb cut along with
the concrete pad and walks. They also poured half of the approach on
the East side.

Approach issue

Resolved the issue with the concrete bus pad being to high. The section detail didn't have an exact station for the concrete pad so the elevation of the pad was off the approach. But as the drive was built to the plans, the building of the parking lot has the drive a foot lower that what C&E built. Instead of the contractor at the Juvenile center charging the city to put back the approach lower, an agreement was made that C&E will remove the pad and saw cut and remove the East half of the approach and the contractor at the Juvenile center will grade and install the pad and approach.

Payroll Issue

While checking payrolls the subcontractors (Walsh & Kelly, Slusser's, and Mike's Fencing) have not paid the minimum wage rate amount for the project. Contacted Donna at C&E and informed her of this. She stated that she will contact the sub and ask them to fix the issue and pay restitution.

Met with Thad, Less, Toy and myself on site about the issue of the surface asphalt. It was discussed that the leg is OK and the cul-de-sac should be milled and resurfaced. Less from Walsh and Kelly did apologize for the condition of the surface. He did urged to use a sand component to "fix" the bad spots. He will get back with us on what method will be used.

**Checked finish surface - looks terrible - roller marks, dips, exposed aggregate, areas os separation.  Met w/Jason (C&E) & Les (W&K) - Jason not pleased.  Les said he would have to have Dustin Hillary look at it and decide what to do about it.  I told him that it should all be milled up and redone, but +/- 75% is ok.  Les will get back with me as soon as he and Dustin look at it.

The red tag that was discovered yesterday on the back side it says
"Not hot old line".
Walsh & Kelly started the day placing string line for the curb and
started to pour around 11:30 with a total of seven truck on order.

Ancon tapped into the sewer lateral.
Still no word on how the cable shown in the picture was cut. Now there
is a red tag attached to cable as shown.
Met with Jared an Les from Walsh & Kelly on site to discuss the curb
and concrete work. Crews will show up later today to set string.
Wednesday and Thursday crew will place the concrete work

Daily 7/1

No work today due to rain showers in the late morning and afternoon.
Met with Thad on site to discuss the type of curb returning. On the south side of Lathrop it is going to be type A curb and gutter (rolled curb) to match existing. On trade drive it will be type B curb and gutter.
There is an issue with an underground cable on the East side of the private drive. It was not marked when locates where done at the start of the project. It has been discovered it was cut today. C&E claimed they did not do it as well as Walsh & Kelly. It is predicted that the line is a dead line. Thad is going to have the locater person determine if it is an active line in the near future.

today because they ran out of material.

Dear Sir,  Possibly you already know that this morning, June 13, 2001, the Operating Engineers went on strike at our facilities.  Pickets were set up in front of Walsh & Kelly, Inc., Rieth-Riley,  E&B, Phend & Brown  and I assume other union asphalt plants.  This strike affects all our operations.  The word is that the number of pickets will increase tomorrow to include job sites.  We at Walsh & Kelly, Inc. are essentially shut down.  The work stoppage is for all contracts under the 4 county and 10 county agreements which covers St. Joseph and Elkhart Counties.   Per Section 108.08 line 331 of the 2010 INDOT Standard Specifications we are requesting additional time as necessary during this work stoppage for completion of the work on the specific contract we have with you.  I will keep you updated.  As of this date we have no idea how long this will last.   Please schedule accordingly realizing that at some point, if not immediately, this strike will affect your controlling operation.  Please pass this information on to all affected parties regarding work Walsh & Kelly, Inc. is to perform.  Sincerely, Walsh & Kelly, Inc., Les Heiser, Project Engineer
